Andrew Erstad, ArchitectAndrew Erstad, Architect
Chairman

Andy Erstad is a member of the Boise City Planning and Zoning Design Review Committee, the Board of Trustees for the Idaho Shakespeare Festival, the Albertson College of Idaho National Alumni Board, the Boise Contemporary Theater, and St. Luke's Childrens Advisory Board. He also is an active member and past director of the Rotary Club of Boise, and an active member of the Boise Area Chamber of Commerce.

Mr. Erstad earned his Bachelor of Arts degree from the College of Idaho (now Albertson College of Idaho). As part of his undergraduate studies at Gonzaga University, he spent a year in Florence, Italy. His interest in architecture led him to the University of Arizona where he received his Bachelor of Architecture degree, graduating with honors and distinction.

Mr. Erstad practiced architecture in Tucson, Philadelphia, and San Francisco before returning to Idaho to become a partner with Hummel Architects. He has sinced established his own firm, Erstad Architects. He and his wife, Shannon, and their three boys live in Boise where his free time is spent enjoying the Idaho outdoors with his family.

Dr. Stephen Hartgen, Media ConsultantDr. Stephen Hartgen, Media Consultant

Stephen Hartgen was publisher of The Times-News in Twin Falls, Idaho for 15 years from 1990 to 2004. He has since retired from the day-to-day newspaper business and now runs a media consulting company, Stephen Hartgen & Associates. Prior to becoming publisher, he was the Times-News' managing editor, and previously held various reporting and editing positions at the Minneapolis (MN) Star, the Casper (WY) Star-Tribune, and the San Diego (CA) Union. A graduate of Amherst College, Hartgen holds a Ph.D. in American History from the University of Minnesota and has taught journalism and public affairs reporting at the University of Minnesota, Ohio State University, and the University of Wyoming. Hartgen is a vice-chairman of the Idaho Association of Commerce and Industry and an active member of the Twin Falls Chamber of Commerce. He is a former President of Idaho Allied Dailies, the State's daily newspaper association.

Mr. Hartgen was appointed to the Capitol Commission in 1998 as one of its original commissioners by Gov. Phil Batt, reappointed by Gov. Dirk Kempthorne to a second term, and reappointed by Gov. Butch Otter to a third term.

Sandra E. PatanoSandra E. Patano, Communications and Marketing Consultant

Sandra Patano served as the State Director for U.S. Senator Larry Craig for 12 years, responsible for the six regional offices in the State of Idaho.

Ms. Patano was Manager of Public Relations for Sunshine Mining Company from 1979 to 1982. A graduate of Eastern Washington University in Cheney, she earned a Bachelors of Science degree in Organization and Mass Communications in 1979.

Ms. Patano is recognized in the Idaho Public Affairs Yearbook and Directory as one of the most influential individuals in the state. Personal achievement awards include J.C. Penney Spirit of American Woman Award, 1995; Outstanding Idaho Republican Worker, 1994; and Idaho United Way Volunteer of the Year, 1987.

Evan FrasureEvan Frasure

Evan Frasure served one year in the Idaho House of Representatives from 1991 to 1992. In 1993, he was elected to the Idaho State Senate where he served 14 additional years. While a State Senator, Mr. Frasure held the position of Chairman for the Senate Transportation Committee for seven years. He also sat on the Senate and Local Government Committee for 10 years, the Senate Resources and Environment Committee for eight years, and the Joint Finance and Appropriations Committee for two years.

Prior to serving in the Idaho Legislature, Mr. Frasure was an eastern Idaho businessman first owning and operating a grocery store in Pocatello, and then building and managing the largest real estate company in southeast Idaho. He has since returned to the real estate business and currently lives in Pocatello.

Mr. Frasure received his Bachelor of Science Degree in Education from Idaho State University. He is married to Analyn Frasure, and together they have four children.

Dolores CrowDolores Crow

Dolores Crow was appointed to the Idaho Capitol Commission in 2008. Mrs. Crow represented her Idaho House district from Nampa for over 20 years. During twelve terms of service, she served on many committees including the Joint Finance and Appropriations Committee. She chaired the Environmental Affairs committee and the House Revenue and Taxation committee.

She has garnered the attention and appreciation of several public interest groups such as the Idaho Library Association Idaho Legislator of the Year Award and the Associated Taxpayers of Idaho Distinguished Service Award.

Mrs. Crow is a graduate of Henagar Business College in Salt Lake City, Utah. Her community leadership in the western Treasure Valley includes past service as president of the Lincoln and Washington Schools PTA, and the Exchange Club Auxiliary. Her national organization board experiences include the Idaho Permanent Building Fund Advisory Council and the American Legislative Exchange Council Task Force on Tax Issues.

Since retiring from the Idaho House of Representatives in December 2006, Mrs. Crow has rejoined the CPA firm started by her late husband Wayne. She assists her son Mike in their Nampa office. All six of her children are grown, and she has eight grandchildren.

Janet GallimoreJanet Gallimore
Executive Director, Idaho State Historical Society

Janet Gallimore was appointed Executive Director of the Idaho State Historical Society in June 2007. She has extensive experience in the area of cultural resource management, with an emphasis in museums, archives, and civic engagement. A graduate of the prestigious J. Paul Getty Museum Management Institute, Ms. Gallimore served on the National Field Committee of the Museums and Community Initiative of American Association of Museums (AAM). Ms. Gallimore also served as peer reviewer for AAM and its museum accreditation program from 1995-2003 and in numerous capacities on the board of the Association of Midwest Museums from 1991-2001. She was appointed to the Washington State Women's History Consortium in 2006 and served as its first Chairman.

Prior to her appointment, Ms. Gallimore was Chief Operating Officer for the nationally-significant Confluence Project, leading the creation of seven artworks by artist Maya Lin along a 450 mile route of the Columbia River Basin. She has also served as Director of Cultural Resources for the Lake County Forest Preserves in Chicago.

Jeff YoutzJeff Youtz
Director, Legislative Services Office

Jeff Youtz is Director of the Legislative Services Office and is responsible for managing the nonpartisan staff services for the Idaho Legislature which includes four divisions: Research and Legislation, Budget and Policy Analysis, Legislative Audits, and Information Technology. He has worked for the Idaho Legislature for almost 30 years, serving a majority of that time in the budget and appropriations process—first as an analyst providing financial and program analysis in every key area of state government, and second as the Budget Director and Division Manager of Budget and Policy Analysis. He was selected by the Legislative Council to be Director of the Legislative Services Office in 2006.

Mr. Youtz is the recipient of many awards, including the 1998 Staff Achievement Award presented by the National Conference of State Legislatures. He served as President of the National Association of Legislative Fiscal Officers (NALFO) and served on the NALFO Executive Committee for several years. He served as a City Councilman in Garden City and served on the Board of Directors of the Association of Idaho Cities. He is currently an adjunct faculty member for Boise State University, teaching evening graduate school courses for the Masters in Public Administration program.

Mr. Youtz grew up in Twin Falls, Idaho, and graduated from the College of Idaho in Caldwell with a double major in history and political science. He and his wife, Tina, have three children: Lindsey, and twins, Bryan and Becky.

Mike GwartneyMike Gwartney, Commission Secretary
Director, Department of Administration

Governor “Butch” Otter named Mike Gwartney as the Director of the Idaho Department of Administration in June 2007, after he successfully headed-up the Governor's transition team.

Mr. Gwartney serves as the President of Political Consulting, Ltd. Prior to working for the Governor, he was Chairman and Chief Executive of Farmers and Merchants State Bank and Vice President of Human Resources for Boise Cascade Corporation.

He served as Chairman of the Board of Directors for Regence BlueShield of Idaho, where he has been a member since 1987. Mr. Gwartney is a member of the Boise YMCA Endowment Committee, a member of the Boise Chamber of Commerce task force on insurance for small businesses, and a former board member for YMCA of Boise and the Idaho Heart Association. He is also a former Chairman of UWC, a lobbying group in Washington DC. He served in the Idaho House of Representatives from 1976 until 1982.

Mr. Gwartney holds a bachelor's degree in Finance from the University of Idaho. He is married to Tore Beal Gwartney, and they have five children.
